On October 24, 2026, certain major online video platforms reported the results of their September efforts in regulating "AI modified" videos, reportedly clearing nearly 13,000 violating videos and addressing over 30 violating accounts. According to a report, the distinction between "AI modified" videos and derivative works centers not on artificial intelligence or derivative creation, but on the concept of modification. High-quality derivative works are based on an understanding and appreciation of the original, having been validated by audiences over time, and reflecting the spirit of a specific era while carrying collective memories.
In contrast, "AI modified" videos are described as "eye-watering" and damaging to childhood memories, undermining classics and the values they represent, which can harm the cultural foundation. Legally, such videos may involve various infringement issues. To reinforce the achievements in governance, from February 1, 2026, the regulation of "AI modified" videos will be sustained through a normalized, institutionalized mechanism.
The National Radio and Television Administration will supervise major online video platforms to enhance their responsibilities, strengthen daily inspections, and focus on clearing violating videos based on classic films related to four great classics, historical themes, revolutionary subjects, and model figures, while also cleaning up various cult animations, to maintain a healthy online video ecosystem.
