The Regulatory Authority has launched an investigation into Google regarding AI summaries and AI mode that also operate in Turkey. The official announcement stated that users researching current developments on Google can now receive information from AI summaries without entering news sites. There are concerns that this situation may decrease the visitor traffic and revenues of news sites, prompting the Regulatory Authority to take action. While the investigation into Google is underway, a temporary measure has also been adopted to protect the economic rights of news publishers.
This decision aims not to restrict AI services, but to preserve the digital media ecosystem and ensure that publishers receive fair compensation for their efforts. According to the measure, Google will not be able to force news sites to join the AI system. Publishers will be free to decide whether their content can be used in AI summaries without the risk of losing visibility in search results. Additionally, Google is required to offer equal, transparent, and non-discriminatory contractual terms to media organizations regarding content usage and pricing.
Constructive steps are expected from Google to support both the media sector and user experience. The specifics of how to shape the application and which commercial method to choose will be entirely up to Google’s own decision. As part of the investigation, the Regulatory Authority will thoroughly examine whether Google's "AI Previews" and "AI Mode" services negatively impact the visitor traffic of publishers by presenting information directly on the search screen and whether discrimination occurs in content licensing.
