Exim 4.100 released with native DMARC, PSL lookups, and removed legacy scanners

Exim 4.100 has been released, adding an experimental native DMARC implementation, public suffix list and registered domain lookups, and removing several obsolete malware scanner integrations and legacy database support.
Mail server operators should note the fix for excessive retries on deferred local deliveries introduced in 4.99, and the removal of several legacy malware scanner integrations that require migration before upgrading.
