Mesa 26.3-devel merges Vulkan Video AV1 encoding for Intel DG2/Alchemist GPUs

The Intel ANV Vulkan driver now supports AV1 video encoding via Vulkan Video on DG2 and Alchemist GPUs, with the code merged into Mesa 26.3-devel.
This gives Linux applications a standardized Vulkan API path for AV1 hardware encoding on Intel Arc GPUs, reducing reliance on vendor-specific media interfaces. Developers building video processing pipelines can target Vulkan Video rather than bespoke frameworks.
