Mojo compiler and toolchain now open source under Apache 2.0

The Mojo programming language compiler, tooling, and standard library are now available as open source under the Apache 2.0 license with LLVM exceptions, following the language's 1.0 release.
Engineers can now build the Mojo compiler from source, inspect the implementation, and use it under a permissive license. However, contributions to the compiler and tooling are not yet accepted, limiting immediate collaborative development on the core language.

The open source release follows Mojo reaching 1.0 with source stability after four years of development with a closed compiler.
