Nevada grants Tesla robotaxi permit, caps fleet at 10 vehicles, bans airport pickups, adds other restrictions

Nevada’s transportation authority issued Tesla a robotaxi operating permit, marking the first state-level approval for the company’s autonomous service. The permit authorizes up to ten vehicles to operate within Clark County. This number is far below the five-thousand-vehicle fleet Tesla had requested in its application. In addition to the numerical limit, the order prohibits pickups at the state’s primary airport.

Operating with only ten vehicles raises the per-unit cost of data collection and system validation for Tesla’s self-driving stack. The company must still meet safety reporting and insurance requirements despite the small scale. The restriction on airport pickups removes a predictable, high-volume trip pattern that could have accelerated mileage accumulation. Compliance with the other restrictions will require additional engineering and operational overhead.

Because the fleet cannot exceed ten cars, Tesla cannot scale the service to meet broader demand in the Las Vegas metropolitan area. The airport ban eliminates a gateway that connects tourists and business travelers to the city core, limiting potential revenue streams. Together, the numerical cap, the airport prohibition, and the extra constraints define the current boundary where the robotaxi pilot can function.
