Set per-user budgets on AI Gateway

Vercel's AI Gateway now lets team owners set default and custom dollar budgets per user, with requests rejected when a user's limit is reached.
This gives teams a way to cap spending from unsupervised workloads like coding agents, preventing one user from exhausting the shared budget. It also adds usage alerting at 50%, 75%, and 100% of allocation, and works alongside existing API key, project, and team budgets.

User budgets can be set as a default for all users or a custom override for a specific member, with monthly, daily, weekly, or no reset.
Requests are rejected when any applicable budget is reached, and user budgets do not replace API key, project, or team budgets.
API keys are attributed to their creator by default, but can be reassigned to the team to exclude shared workloads from user budgets.
