Waymo targets 2028 Singapore launch after 2027 safety driver testing phase

Waymo has confirmed a two-stage entry into Singapore, beginning with vehicle deployment in the coming months for mapping and supervised testing in 2027. The company explicitly states it is working toward fully autonomous ride-hailing for the public by 2028. This timeline aligns with its broader international strategy, which includes London by the end of 2026 and Tokyo in 2027.

The primary cost of this expansion is regulatory compliance rather than just hardware deployment. Singapore requires all autonomous vehicles to undergo safety assessments at the Centre of Excellence for Testing and Research (CETRAN) before public road deployment. Waymo must secure approval from the Land Transport Authority (LTA), a process that involves input from the Traffic Police and specific local testing protocols.

The company is not entering a blank regulatory space, having established a corporate entity in Singapore earlier this year and participating in the local Steering Committee on Autonomous Vehicles. This prior groundwork suggests a longer-term commitment to the market, distinct from the rapid domestic US expansions into cities like Nashville and Denver.

The strategic context is driven by domestic constraints; regulatory hurdles and political opposition have blocked Waymo from operating in major US cities like New York, Chicago, and Washington, DC. Consequently, the Singapore launch represents a continuation of an overseas growth strategy that is accelerating as domestic expansion faces friction.

Singapore's existing ecosystem for autonomous testing, which includes green-lit freight delivery and self-driving buses, provides a favorable environment for Waymo's entry. However, the requirement for human safety drivers during the 2027 testing phase means the full commercial benefit of the technology will not be realized until the 2028 target date.
