Improving Smart Tiered Cache for Public Cloud Regions

Without a region hint, anycast origins can trick latency probes into selecting a distant upper-tier data center, causing cross-continental hairpinning and adding hundreds of milliseconds of latency. Providing a region hint allows the system to map the origin to its actual location, restoring cache efficiency and reducing origin pulls.

Smart Tiered Cache previously fell back to multiple upper tiers when it could not determine a single closest data center for anycast origins, which reduced cache hit ratios.
Anycast and regional unicast IPs make an origin appear close to many data centers simultaneously, which can cause the system to select a geographically distant upper tier.
Customers can now provide a cloud region hint so Cloudflare can select the correct primary and fallback upper tiers for origins on major public cloud providers.
